Personality:
Chibiusa is a strong character, independent in her dreams and values and also co-dependent, to an extent. Chibiusa has lived a privileged life and her needs are well taken care of, she doesn't know poverty, struggle, or simple and very common childhood issues like not being able to have a toy she wants. However, Chibiusa experiences a different kind of childhood struggle; having both aspects of being physically an 6 year old, childish behaviorisms and personality, but also with her 900 years of life she does possess a higher than average intellect due to her long years of experience of life. Chibiusa struggles, however, with her age and the fact that her body doesn't reflect that age.
She loves her family and her friends very much, and these people are important to her and Chibiusa is very spoiled with their affection and attention. Pluto is her best friend and she often visits Pluto to speak with her, about anything. This is a great comfort for Chibiusa due to her parents being typically quite busy reigning over the earth. Pluto acts as that stability that seems to be amiss in her life, that security that someone is always there, unlike her parents that are often away on business. Chibiusa has an appreciation for people, but does draw the line whenever she feels like her individualism is threatened or if someone is overly controlling––not to suggest she rebels against authoritative figures. Chibiusa doesn't like to feel enclosed or stifled as she is a very creative child; drawing, arts, music, stories all appease her interests.
She believes her mother, Neo-Queen Serenity is the most beautiful woman in the world and not so secretly wishes to someday be just as beautiful and well loved as her mother. She loves her father dearly, King Endymion, and throughout her life she has shown a very natural complex love for her father and it is shown highlighted when she travels back in time, where she comes across her not-yet parents Usagi and Mamoru.
Chibiusa travels back in time seeking the Silver Crystal of the past to help save the future where her mother has fallen into a deep coma, inclosed in a crystal protective coffin. The future, Crystal Tokyo, was attacked by the Black Moon Clan––and because Chibiusa stole her mother's Silver Crystal precious moments before the attack, her mother was rendered helpless to protect her kingdom. Chibiusa ran away to the past, taking the Key of Space Time from Sailor Pluto to try and find the Silver Crystal in the past to save her mother in the future with it being that she could not "use" or "activate" the Silver Crystal of her time. Naturally she carries feelings of inadequacy, confusion, guilt, fear, and desperation. These negative feelings have impacted her indefinitely and of course influenced her behavior. The reason for stealing the Silver Crystal in the first place was to prove that she truly was her mother's daughter, thus she should be able to use the Silver Crystal––this was done to prove that she wasn't inadequate yet this poor choice was decided on those feelings of inadequacy due to the fact that she's a 900 year old, powerless, child.
When she travels to the past she is literally dropped on top of Mamoru and Usagi (her parents in the past) and when she realizes that, then she whips out a gun and demands that Usagi gives her the Silver Crystal. The gun looked real enough but when she pulls the trigger (as she does to scare the living crap out of Usagi) there's a bloom of flowers that comes out of the barrel. Then she dashes away afraid and upset. When Usagi and Mamoru catch up to Chibiusa they find her crying. She finds comfort and shares a "connection" with Mamoru when they touch––and the hug reminds her of her father, naturally.
Chibiusa has a toy that she calls Luna P, which can transform into helpful and useful items. We first see her use this toy to transform into an umbrella which she uses to brainwash Usagi's family, making them accept her into their home as one of their own. I feel this is important to broach because of the point that she is manipulating her power, but not necessarily for the bad––as she ultimately does need shelter and protection, alongside the very basic needs: sleeping, eating, hygiene, belongingness, etc. But she seizes this particular opportunity because within this household she can keep an eye on Usagi and hopefully obtain that Silver Crystal.
Her relationship with Usagi is something quite interesting because while Usagi is her mother, in the future of course, Chibiusa does not treat Usagi like a mother figure. Now that's understandable because of they lack, at this point, the mother-child bond that both mother and child experience that differentiates that relationship between any other love/family/friend relationship a person can have with another. Chibiusa has a good relationship with Neo-Queen Serenty and her father, King Endymion, but that must be considered a different "relationship" than the relationships she forms with Usagi and Mamoru because they do not yet have those bonding moments from childbirth and so forth, in those 900 years since Chibiusa's birth. So, at best, Chibiusa has a few complex feelings toward Usagi, one is resentment because Usagi is not her mother and Chibiusa has come to the past to save her mother who lays in turmoil. The other is inevitable love, and I use the word inevitable because Chibiusa already knows that Usagi is eventually going to be her mother and that pretty much secures feelings of love toward Usagi, even without knowing Usagi.
Chibiusa still carries her negative feelings of inadequacy and stresses that she had before traveling to the past. Sometimes she does argue with Usagi, or becomes frustrated, but she does care deeply for her and this is seen throughout the manga as their bickering is resolved into understanding and accepting each other and helping each other through their difficult times. One more thing to note about this relationship is that Chibiusa won't ever call Usagi "mother, mama" etc.
Through the first meeting of Chibiusa we see a girl who is severely troubled and guilty, she is insecure and unsure, and teetering on a thin balance of maintaining her "self" and losing her "self". It is not hard to see why Wiseman's influence on her was successful, he took an already torn child and finished tearing up the pieces of her––creating a new image of Chibiusa in the form of "Black Lady" (or Wicked Lady, which is my personal preference). Black Lady is an aged up Chibiusa where she finally obtains the body she has been waiting 900 years for. She was easily manipulated into this separate identity and for a while fought against those who truly love her, Usagi and co. Sailor Pluto is killed in the war between the Black Moon clan and the Sailor Senshi––that breaks the chain Wiseman has on Chibiusa and she awakens as the new Sailor Moon, or Sailor Chibi Moon. Though, Pluto's death keeps her from being truly happy for it. Moved then by Sailor Moon's (Usagi) strength and determination, Sailor Chibi Moon decides that now that she has power she is going to use it to fight enemies.

Chibiusa has taken to exploring her new environment, but not only just the buildings, shops, and food, but the people as well. She's found that they're not all human, she's even seen a big mouse running around and talking! It isn't too surprising, she's use to different species, and in a way seeing them in this unfamiliar world is kind of familiar. Sometimes she gets carried away in thinking maybe she is the one visiting their home planet this time, rather than them visiting Earth. Quite the change in experience!
However she doesn't get too carried away, as in going around and greeting everyone and claiming to be the Crown Princess of Earth––under now one nation rather than the many. But it was definitely fun to think about, especially because her parents were often away on business and ruling trips. She imagined it was something similar, that a great royal banquet with lots of beautiful decorations and wonderful succulent food were present at the arrival ceremony and her mama and papa would be introduced as the Queen and King of the planet Earth and everyone would gather around and they would talk about important things! "Ohhh! One day!" Chibiusa gushed to herself with a happy grin and her fingers pinching at her cheeks. It was very exciting to her.
In a way she considered this trip here, to wherever here was, to be important like that and she must condone only the most appropriate behavior expected of her royal-ness! She tried very hard to be kind to those she talked to as she wanted to first set an example of what a Small Lady's mannerisms should act––but then there were those times when people were rude and she may have not handled it the best as her response, but she was still learning!
Chibiusa walked down the market, determination steady on her expression as a smile was strong to her lips. She was shopping with a purpose. To set up a game to play with her new friends. She was purchasing special items that reminded her of them or that she thought they would like, and was going to hide them in special areas around the city. Besides, it was a fun way for her to learn her environment by making it a game.
